Formation
The past subjunctive = the present subjunctive of the auxiliary (avoir or être) + the past participle. It expresses an action that is completed or prior to the main verb.

Present or past?
After the same triggers (il faut que, bien que, je suis content que…), the choice depends on the time of the action: the present subjunctive for simultaneous/future, the past subjunctive for an action already completed.

Completed action
Je suis content que tu sois venu. (I am glad you came — already.)
Concession about the past
Bien qu’il ait beaucoup travaillé, il a échoué. (Although he worked hard, he failed.)
Anteriority
Je partirai avant qu’il ne soit arrivé. (I’ll leave before he has arrived.)
